James Schumacher, City Manager, Taneytown, MD  

The City Manager, James Schumacher, directs the daily operations of the city government under the supervision of the Mayor and City Council, including the Police Department, Public Works Department, Finance Department, Planning/Zoning Department, Parks Department, and the City Clerk's Office. The City Manager also prepares and coordinates general projects including the City’s annual operating budget (currently $3.53 M), annual capital projects, six-year Capital Improvement Program, state / federal grant and funding programs, and special reports to address and correct city problems.

James also attends the City Council meetings, researching and preparing reports and recommendations at the request and direction of the Mayor and City Council members.

We want to hear your questions and concerns about city services, infrastructure needs, safety issues, transportation, neighborhood concerns, and the adequacy of public services. It is important that we receive your positive input.

City of Taneytown Capital Improvement Plan (CIP)  
This document is updated annually to provide a long-term (six-year) program to identify and fund needed capital improvements for streets, water, wastewater, parks, equipment, municipal buildings, etc. When we determine that a project is needed, it undergoes a concept design and preliminary cost evaluation by the city engineer. Then, the Mayor and Council review the projects and decide if and when the project will be funded.

Adequate Public Facilities Ordinance  
The Mayor and City Council and the Taneytown Planning Commission can regulate, slow down, or stop new development projects if public facilities are not adequate to service the new development. There is a process that coordinates how the City and/or developer can address the inadequacies.

Water Capacity Management Plan  
One of the more pressing problems facing Taneytown and other communities in the Piedmont region is the provision of potable water supplies. The Maryland Department of the Environment (MDE) regulates water appropriations to municipal governments. Taneytown must apply to MDE for a permit to take additional water out of the ground for public use. In addition, a special regulation of MDE requires that a city or town have under its control all recharge land needed for the amount of water appropriated to the city. Currently, Taneytown (for the most part) has no water to give out for new growth and developments. Generally, developers must secure their own recharge land and water supplies to service their particular project. However, apart from new growth, the City of Taneytown is working on ways to secure additional water for use during emergency or drought conditions. We are also investigating ways to conserve water such as plumbing, code changes, voluntary water restrictions, and water reuse ideas. We are also considering building a surface water reservoir off of Big Pipe Creek. The capacity management plan (draft) is available for public review at the City Hall.

Citizen Input  
There are many other programs and ideas that we are working on to bring the best in services and facilities to the citizens of Taneytown. We plan to highlight many of these here, on our new and improved city web site. This site includes the most up-to-date information on city projects from the streetscape construction project for Baltimore Street, to the most recent status of a pending ordinance before the City Council. Navigation is much more user friendly and allows you, the user, to better communicate or leave messages for staff.

Citizens are also welcome to attend City Council meetings held twice a month in City Hall. The city newsletters and Record provide detailed information on these monthly meetings. Meeting information is also on the site. Meeting notices are posted on public bulletin boards at City Hall. We look forward to you attending these meetings.

Volunteers Wanted  
One way to keep the cost of municipal services down is with volunteers. We have many excellent volunteers serving the Taneytown community. We are looking for families, youth groups, or organizations willing to sponsor a road or park to keep it clean from trash and debris. Please consider volunteering for this program. You will be given a street or park of your choice (if still available). Please call or email for details.
